Just bringing this thread back to life to make one final comment...
Thank you A.net... this has long been requested and not only have you implemented toggle capes... but in a form that has loads of options. To those who said they didn't want it, IN YOUR FACE

Yes, seriously. ANet rocks for finally implementing this. My guild now has a cape which I can leave off, and we have a guild hall and can finally gvg.
